Work is performed under direction of the Director of Utility Billing.
Essential Duties and
Responsibilities:
The duties listed below are intended only as illustrations of the various types of work performed.

Perform all utility billing functions including, but not limited to, processing connect, disconnect and utility service orders for residential, commercial and construction customers; assist customers with related questions, concerns and/or resolutions in reference to utility billing; maintain utility account files and related reports.
Directly deal with the customers through various ways:
face to face, by phone, by electronic mails responding to account and billing inquiries and adjustments, requests for service and other issues related to water, sewer and solid waste utility services.
Manage the customers' accounts; including set up the new account, utility billing, adjustments, finalizing account and any additional billing required.
Routine accounting work processing the receipt of customer payments via mail, in person and online and the posting of cash receipts utilizing utility software, invoicing and accounts receivable documentation, maintenance and reconciliation.
Processes utility meter readings, connects/disconnects of service, customer inquiries regarding water consumption, leaks and service requests.
Input all forms of payments into the city's accounting system.
Payment include cash, credit card, e-checks, checks and money orders.
Balance and prepare utility billing's payment transactions for bank deposit.
Batch proof list must balance with deposit, cash, checks or credit card reports.
Answer incoming calls on Utility Billing/City Hall phone lines; direct calls to proper recipients, take messages, and/or answer citizen questions when appropriate.
Works effectively under pressure and with frequent interruptions.
Completes work and projects in a thorough and timely manner with strong accuracy and attention to detail.
Understands and follows directions from supervisor and others in the company.
Regular, reliable and punctual attendance and with a professional manner.
Perform other related duties as required.
Knowledge, Skills, and Abilities:
Knowledge of customer service procedures.
Knowledge of modern office practices, machines, and equipment, especially as they apply to procedures within a public utility office.
Knowledge of the laws, rules, and regulations relating to financial and public records as related to utility billing.
Ability to participate in office activities in various sections to assure uninterrupted flow of workload.
Ability to understand and implement oral and written instructions, gather information and reports, keep office records.
Ability to make mathematical calculations with reasonable speed and accuracy.
Ability to establish and maintain effective working relations with fellow employees, City Officials, and the general public.
Minimum
Qualifications:
High school diploma or GED.
Minimum of two (2) years customer service experience and knowledge of clerical procedures.
Must have proficient computer skills.
Valid State of Florida Class E driver's license.
Good organizational skills and ability to prioritize.
Must be bondable.
Bilingual preferred.
A comparable amount of training, education or utility billing experience may be substituted for certain minimum qualification requirements.

Work is performed in an office or conference room setting.
Work requires some exertion such as crouching, bending, stooping and reaching; and lifting of light to moderately heavy items.
Work requires average physical agility and dexterity.

Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
