ELECTRONICS TECHNICIAN

Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes comprehensive, intensive and practical knowledge of, and extensive experience and skill in applying a wide range of technical electronics concepts, practices, regulations, policies, and precedents; analytical and diagnostic techniques; and techniques for developing new or modified work methods, approaches, or procedures sufficient to perform operations and electronic maintenance requiring the employee to operate and troubleshoot test equipment, antenna controls devices, data collection/recording equipment, high bandwidth receivers, etc. Advanced technical expertise to advise management in the areas of RF, antenna systems, RF amplifiers, RF filters, antenna control units and other telemetry equipment on a regular basis and as required. Advanced technical expertise to advise management in the areas of IRIG standards, TMATS, data recorders, antenna systems, digital amplifiers, bit synchronizers, antenna control units and other telemetry equipment on a regular basis and as required. Specific knowledge to design experimental equipment and systems for telemetry data acquisition to overcome environmental factors and existing equipment shortfalls as well as adapting test equipment for specific uses in telemetry data collection systems. Comprehensive knowledge of and skill in applying technical electronic engineering principles, practices, techniques, procedures, and policies sufficient to adapt test equipment for specific uses in telemetry data collection systems. Practical knowledge in using and interpreting standards as well as complex test equipment such as signal generators, sawtooth generators, and video amplifiers. Practical knowledge in determining suitability of equipment in terms of current objectives and those objectives related to emerging technologies and methods and apply innovative methods to reconfigure equipment as necessary as well as develop procedures to improve system efficiencies. Practical knowledge of DoD, OSHA and ANSI processes and procedures to ensure quality and safety in all aspects of operations. Skill in applying qualitative and quantitative techniques to troubleshoot, modify and evaluate state of the art electronic equipment to include, but not limited to, receivers, antennas, data recorders, amplifiers, bit synchronizers and decryption devices. Ability to test and check the effect of environmental factors such as temperature, humidity and pressure on equipment and skilled to diagnose malfunctions and adjust controls to achieve peak performance. Ability to provide comprehensive management advisory and technical services on functions, practices, and operations, recommendations and brief findings to managerial personnel, engineering, and system users. Ability to control, diagnose and analyze telemetry data collection system and comprehend the telemetry system capabilities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of specialized electronic, electrical, mechanical, pneumatic, and hydraulic principles and theories required to repair, maintain, and calibrate telemetry equipment and systems that perform data collection, differentiation, integration, translation, and recording functions. 2. Extensive knowledge of testing and troubleshooting techniques and procedures and test equipment necessary to analyze, repair, and maintain electromechanical, pneumatic, hydraulic, and electronic systems where the equipment is interrelated and performs multiple functions and/or where performance specifications are met only by making simultaneous adjustments and alignments to interrelated systems and devices. 3. Extensive knowledge of industry electronics standards, policies, and procedures. Knowledge of the Weapon System Evaluation Program, agency, command, and installation is preferred. 4. Extensive knowledge of operational and maintenance records, both manual and automated, and of the terminology and format to report work performed. 5. Advanced skill to isolate malfunctions in complex components and devices or to align and calibrate special purpose test consoles that contain multifunctional items with critical mechanical and electronic tolerances and accuracies as well as interpret complex drawings, sketches, wiring and schematic diagrams, manufacturers' plans, engineering blueprints, and similar technical information. 6. Advanced skill to modify and improve methods of testing and overhauling new instruments and devices that may require adapting tools and test equipment to special uses such as extending the range or sensitivity of diagnostic equipment, or fabricating tools and/or nonstandard components to accommodate particular needs, or to perform standard operations more efficiently. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
